November 2002 saw a radical change following elections and a change of government in
Turkey as well as the submission of the Kofi Annan UN plan for the
solution of the Cyprus problem. Preparations by the US/UK alliance for war against Iraq ... information on this site, taken from a
variety of internet sources about the process is reflected in, showing
HOW thorny the Cyprus issue can be.
Dec 2002 Cyprus was given the green light to join the EU
at the Copenhagen Summit, with no preconditions, despite efforts on the
part of a number of parties to achieve a different outcome -- despite there having been no agreement.
This was followed by massive demonstrations by
the Turkish Cypriot population of northern Cyprus (30,000 on December
26th and some 70,000 in January 2003 which is said to represent a third
of the overall population taking to the streets in a massive show of
strength) ... demanding that the Denktash administration should sign the
UN-Proposed Agreement so they too can join Europe along with the rest of
Cyprus.
With the deadline set for end of February 2003 for an
agreement to "solve the Cyprus problem", if this is to be concluded
prior to Cyprus' accession to the EU at a ceremony due to take place at
the Acropolis in Athens on 16th April 2003, the pressures mount. Given
Turkey's strategic position by US assessment, and the insistence by the
current US Administration to "purge Iraq" .. the complexities of the
issues involved become gargantuan.
What a sense of timing ... all
those other problems remain unsolved .. the situation of the Kurds in
both Turkey and Iraq remains indeterminate, the Palestinian issue as
thorny and unresolved as ever, but the situation in Cyprus comes up for
a solution at probably the worst possible moment in terms of
geopolitical circumstances.
If the UN-proposed plan is accepted as it currently
stands, I am unlikely to be allowed to return to MY former home town in Kyrenia.
The "process" 'demands' that the UN proposals which are so delicately
'balanced' (in an effort to accommodate the needs of both communities as
perceived by the UN) that it can not be substantively changed to be in accordance
with the EC Aquis Communautaire and in accordance with the European
Convention on Human Rights.
The UN proposals certainly violate MY
individual human rights (as well as those of hundreds of thousands of
other Cypriots) some of the fundamental principles of the UN Charter as
well as the European Convention on Human Rights
.

2003: Papadopoulos wins in
first round of elections
Turkish Cypriots mass on the streets of northern Cyprus 270203, yet
again, a third of total population yet again, despite adverse weather
and alleged bomb threats,
to demonstrate their support of the UN led process during Kofi Annan's
visit
March 28th: Kofi Annan mission postpones decision
until March 10th
in a move which effectively by-passes leaders and proposes that the
people themselves decide for or against the UN plan, prior to sign-up
ceremony for EU accession on 16th April. This sees Kofi Annan having
changed from being a Facilitator into becoming a Binding Arbitrator, and
so the Republic of Cyprus is effectively dibanded by this proposal, by
it's own agreement if this is accepted on 10th March. Cyprus is
currently discussing the options.

Council, the US Congress and the EU Parliaments during early-April,
Cyprus' accession went ahead as agreed at the Helsinki EU Summit
Cyprus attended the Athens signing of the Accession Treaty
Greek Prime Minister Simitis
visited Cyprus in his capacity as President of the rotating presidency
of the EU.
Confidence building measures
proposed by the Turkish Cypriot administration following the
unsuccessful outcome of the Hague, and proposals by Turkey for a new
form of 'negotiations' were rejected ...
THEN
--- the Turkish side surprised the world by unilaterally lifting the
restrictions on travel across the Green Line for both Cypriot Greeks as
well as Cypriot Turks, with effect from 23rd April 2003.
